The Port Authority of New York and New Jersey and clean transportation nonprofit CALSTART are launching $45 million in incentive programs to accelerate the adoption of zero-emission drayage trucks and terminal tractors.
Starting this fall, CALSTART will administer the Clean Truck Incentive and Green Drayage Accelerator programs. The Clean Truck Incentive will provide up to $39 million in point-of-sale vouchers for zero-emission drayage trucks, yard tractors and supporting charging infrastructure. The Green Drayage Accelerator will provide $5 million to support up to five electric truck charging hubs within 10 miles of the port's seaport facilities. The programs are designed to make electric trucks and charging more affordable for operators serving the port.
The initiatives are funded through a $451 million grant awarded to the Port Authority through the EPA’s Clean Ports Program. The grant will also support electric cargo handling equipment at marine terminals and shore power infrastructure for container ships.
The Port Authority has committed to reaching net-zero carbon emissions by 2050. Its 2024 emissions inventory showed sulfur dioxide emissions down 98% and nitrogen oxide and particulate matter emissions down 83% from 2006 levels, even as cargo volumes increased nearly 71%.
